With decades in national security and intelligence, McGregor brings a rare blend of frontline experience and policy insight to Canada’s policy debates
WINNIPEG — The Frontier Centre for Public Policy is pleased to announce the appointment of Scott McGregor, CD, BCom, LL.M., DBA (Candidate), as a senior fellow.
McGregor is a national security and intelligence specialist with more than 25 years of experience across the Canadian Armed Forces, the RCMP, provincial law enforcement and the private sector. His expertise spans hybrid warfare, economic subversion, organized crime and authoritarian influence operations.

A former senior intelligence officer, McGregor is the managing partner at Close Hold Intelligence Consulting and serves as a senior advisor to the U.S.-based Council for Countering Hybrid Warfare. He has held senior roles in provincial investigations, including intelligence work that contributed to the Cullen Commission of Inquiry into Money Laundering in British Columbia.
He is also a published author and media commentator whose analysis has appeared in Sky News, CTV, Global News, the National Post, Troy Media and other outlets. He is the co-author of The Mosaic Effect, a widely cited investigation into Chinese Communist Party influence in Canada and Latin America. McGregor has spoken at NATO’s Resilience Forum in Brussels, delivered a keynote at ASIS 2025 Canada and frequently briefs policymakers, legal teams and industry leaders on hybrid threats.
McGregor holds a Master of Laws degree in international business law and is completing doctoral research on how private sector firms confront hybrid threats. He has received the Canadian Forces Decoration and the South West Asia Medal for his military service.

As a senior fellow, McGregor will contribute research, analysis and commentary on national security, economic resilience and the evolving threat environment facing Canada.
